About us

Auckland Transport is a council-controlled organisation (CCO) of Auckland Council. The new organisation combines the transport expertise and functions of eight former local and regional councils and the Auckland Regional Transport Authority (ARTA). The establishment of Auckland Transport marks the first time in Auckland’s history that all transport functions and operations for the city have come under one organisation.

The organisation is responsible for all of Auckland’s transport requirements (excluding state highways) - from roads and footpaths, to parking and train, bus and ferry services. 

Auckland Transport is responsible for the day to day activities that keep Auckland’s transport systems moving. These include the planning and funding of public transport, promoting alternative ways to get around the city and operating the local roading network.

It is also responsible for preparing the Regional Land Transport Programme (RLTP) which sets out projects and services to be funded by Auckland Council and the NZ Transport Agency (NZTA) over the next three years. By working closely with Auckland Council, which sets the strategic direction for transport, Auckland Transport will also help carry out the council’s Long-Term Community Plan.

Land for new transport projects will be bought or surplus land sold by the council based on Auckland Transport’s recommendations.


Our objectives

Each year Auckland Council CCOs must complete Statement of Intents as required under the Local Government Act 2002.

Statement of Intents set out the objectives, nature and scope of activities undertaken and performance targets for each CCO.

This helps us achieve the objectives in our Long-term Plan and other strategic plans.

  • Chair: Mark Ford
    He is Chief Executive of Watercare Services Ltd. His previous roles include Executive Chair of the Auckland Transition Agency, Chair of the Auckland Regional Transport Authority, Chief Executive of Auckland Regional Services Trust, Chair of the Energy Efficiency and Conservation Authority, Chief Executive of New Zealand Forestry Corporation and member of the Board of Ports of Auckland Ltd.
  • Deputy Chair: Philippa Dunphy
    She is Chair of the New Zealand Clearing and Depository Corporation Limited, as well as Director of New Zealand Post, the Accident Compensation Corporation and Mint Asset Management, and a selection committee member for the New Zealand Super Fund. Her previous roles include Executive Director, Investment Banking and Head of Debt Capital for Goldman Sachs JB Were, and Head of Capital and Risk Management, Wholesale Financial Services at the Bank of New Zealand. She will hold the position of Deputy Chair for a period of three years
  • Rabin Rabindran
    A barrister and legal consultant, he is also a Director of New Zealand Liaoning International Investment & Development Company Ltd. He is the Singapore Chapter Chair on the ASEAN New Zealand Combined Business Council and a Trustee of the Chinese Language Foundation. His previous roles include Chair of the Auckland Regional Transport Authority, Chair of the Rugby World Cup Transport Forum, Director of Manukau Water Ltd, Tomorrow's Manukau Properties Ltd and TMPL (Flat Bush) Ltd. He will hold the position of Director for a period of one year.
  • Dr Ian Parton
    He is a professional Director and followed a career in consulting engineering, including 15 years as Managing Director of Meritec/Worley Group, five years as Chair of Maunsell Ltd and is the former Interim Chief Executive of Watercare Services Ltd. He serves as an Independent Director of VT Fitzroy Ltd and Industrial Research Ltd. He will hold the position of Director for a period of two years.
  • Paul Lockey
    His early career with Lion Nathan Ltd included roles as Company Secretary and Chief Financial Officer. He has broad governance experience, having served on subsidiary boards for Lion Nathan Ltd, as well as the Board of the Enterprise New Zealand Trust. He will hold the position of Director for a period of two years.
  • Christine Fletcher
    She is a councillor representing the Albert-Eden-Roskill ward on Auckland Council. Previous roles include Mayor of Auckland City (1998-2001), Member of Parliament for three terms(1990-1996), and Ministerial roles in Local Government, Women's, Cultural and Youth Affairs. She will hold the position of Director for a period of three years.
  • Mike Lee
    A councillor representing Waitemata and Gulf ward, he is also Chairperson of the Transport Committee at Auckland Council. Previously he completed his second term as the last Chairman of Auckland Regional Council. A former ship’s officer, he holds an MSc in biological sciences and is a passionate conservationist. He will hold the position of Director for a period of three years.
  • Mike Williams
    He is the Chief Executive of the Stellar Trust, a charity dedicated to the eradication of the drug 'p'. Directorships include the Auckland Regional Transport Authority (ARTA), New Zealand Railways Corporation (Ontrack), Transit NZ, Genesis Energy and a Trustee of Enterprise Waitakere. He is also a former president of the Labour Party.
