About us

Auckland Council Property Limited (ACPL) manages assets worth around $900 million and ensures that there is an appropriate return on Auckland Council-owned commercial or non-core property.

The properties managed are assets that are not immediately required for service delivery or infrastructure purposes.

It manages Auckland Council projects that were initiated by previous council-controlled organisations, for example The Yard 37 Marine Precinct development at Hobsonville, and the partnership with Todd Property Limited developing a new Town Centre at Ormiston.

It is also progressing, or is interested in progressing, new opportunities to support the council’s Auckland Plan objectives. ACPL undertakes all property acquisitions and disposals for Auckland Council and Auckland Transport.

A further role of ACPL is to work with the council's planning teams to bring a commercial perspective to council plans and strategies, involving property, where private sector investment is needed - for example regeneration of a town centre or a more intensified redevelopment of an area.

ACPL manages council's interests in joint ventures such as the Whitford landfill and quarry.


Our objectives

Each year Auckland Council CCOs must complete Statement of Intents as required under the Local Government Act 2002.

Statement of Intents set out the objectives, nature and scope of activities undertaken and performance targets for each CCO.

This helps us achieve the objectives in our Long-term Plan and other strategic plans.

Our activities

ACPL manages property that is not immediately required for service or infrastructure purposes. For example:

  • Commercial property which is held by the council for future service purposes but not currently used to provide core council functions
  • Housing on roading corridors which is not required for infrastructure projects
  • Land held for future urban development but is currently leased for commercial activities
  • Tenancy management
  • Property maintenance and condition reporting
  • Applying market rentals..

It manages property development projects, including:

  • Yard 37 - Hobsonville Development
  • Papatoetoe Town Centre Redevelopment
  • Ormiston Town Centre Redevelopment in Flat Bush
  • New Lynn Town Centre redevelopment with Infratil

ACPL manages the council’s interests in development agreements and joint ventures, for example:

  • Management Agreement for Whitford Quarry
  • Waste Disposal Joint Venture Agreement at Whitford
  • Araparera Forestry Joint Venture at Kaipara

It undertakes acquisitions and disposals of surplus assets for the council and Auckland Transport. 

It provides commercial expertise to the council's planning processes and projects, and acts as an interface for private sector involvement in council place-shaping initiatives.


Properties it is not responsible for

  • Properties which are used to provide community or infrastructure services, such as art galleries, community halls and libraries (these are managed by the council’s property department)
  • Facilities such as stadium, theatres or zoos (these are being managed by Regional Facilities Auckland)
  • Properties used for transport purposes which are managed by Auckland Transport.

Executive Team

Chief Executive: David William Rankin
LLB - Bachelor of Law

Now Chief Executive of Auckland Council Property Limited, David Rankin commenced a career in Local Government in the early 1980's. 

From 1989 he had a range of roles in the former Auckland City Council, including Director of Finance (which involved responsibility for the property portfolio) and, from 2005, was Chief Executive until the creation of the new Auckland Council in November 2010.

Following a merchant and investment banking career, John and others established Bancorp in 1987, of which he is Chairman. John is also the Chair or Director of a number of other companies, including Fisher Funds, Sheffield, Marsh, and Martin Jenkins. Prior to being appointed to the ACPL Board he was Chair of the Auckland City Council Property Enterprise Board.

He takes an active interest in matters relating to sport. When SPARC, the Crown Entity for Sport and Physical Recreation was formed in June 2001, he was appointed Chairman, a position he held until June 2009. John was also a member of the Rugby World Cup 2011 Bid Committee which was successful in gaining the hosting rights for the 2011 Rugby World Cup. He is presently a Government appointee to the Board of Rugby NZ 2011 Ltd. John was awarded a Distinguished Companion of The New Zealand Order of Merit (DCNZM) for his services to business and sport in The New Year Honours 2009, and subsequently invested with a Knighthood.

Richard’s career at Beca has spanned more than 40 years and covered various senior executive positions and directorships.  He is currently Executive Chairman of Beca Group Ltd.  Beca is New Zealand’s largest employee-owned professional services consultancy, with around 1,000 employee shareholders through New Zealand, Australia and Asia.
He has extensive engineering project management experience and has presented papers on partnering and alliance contracting to a number of public seminars.

Richard holds external directorships in TrustPower Ltd and Auckland Council Property Ltd.  He is the Chairman of the Construction Strategy Group - a high-level strategy group addressing industry-wide issues.  He is also on the Trust Board of the Power Engineering Excellence Trust at the University of Canterbury; a member of the King’s College Board of Governors; and is the NZ Division Chairman of the Institution of Structural Engineers, UK.

Richard is a Distinguished Fellow of the Institution of Professional Engineers NZ (IPENZ); a Fellow of the Institution of Structural Engineers UK (IStructE); and a Fellow of the Royal Institution of Chartered Surveyors (RICS).

Leigh Alexander Auton

Leigh Auton is a town planner by profession and has had an extensive career in local government.  He was Chief Executive of Manukau City Council until the creation of the new Auckland Council in November 2010.

Leigh is former President and Inaugural Fellow of the NZ Planning Institute and holds several awards for services to planning.  He is a founding Director of Auton & Associates, based in Manukau City, and is a Director on several companies including the Ngapuhi Asset Holding Company (NAHC).  Leigh is involved in a number of community organisations.

 

Neil Alexander Francis Barr
Neil has had a long career in the Agriculture, Forestry and Property industries.  During his career Neil has been involved in major consultancies to Lion Nathan, Dominion Breweries, Freightways Group, Department for Courts, New Zealand Police and Royal New Zealand Navy.  Neil is a senior member of the Property and Land Economics Institute of New Zealand and continues to consult in this area as a sole practitioner.

He has taken an active interest in Economic Development and became Chairman of the Rodney Economic Development Trust from 2008 to 2011.  He has been a Director of a number of small businesses during their growth phases and continues to assist small and medium businesses in the region.

Margaret Anne Blackburn

Anne Blackburn is a banker by professional background, having had earlier careers in journalism and diplomacy. She is currently a Director of a number of businesses in the infrastructure, finance, investment and research sectors. She also holds governance positions in arts and education not-for-profit organisations.

 

Tukoroirangi Morgan

Tuku Morgan is the Chairman of Te Arataura – the executive board of Waikato Tainui Te Kauhanganui Incorporated. He is also the principle negotiator for the outstanding Waikato Tainui treaty claims.  Tuku is an ardent supporter of the Iwi leaders forum as a vehicle to achieving collective economic and social prosperity for Mãori. As Iwi around the country settle their treaty claims the need to work strategically together is much more compelling.

Tuku has had a diverse career including secondary school teaching, news and currents affairs journalism, a Member of Parliament and now an elected tribal leader.

He entered the New Zealand Parliament in 1996 as the M.P for Te Taihauauru representing the New Zealand First party. Tuku possesses a wealth of experience in the public and private sector and has established significant relationships with Government and corporate leaders.

 

Peter George Wall

Peter has enjoyed over 30 years in the Property industry participating in development, investment management and the acquisition and disposal of some $1.2 billion of Property assets.  He has held CEO roles in public property companies, operated in UK, France and Canada and for 3 years
was Managing Director, Property for Brookfield Multiplex in NZ and he continues to provide consulting services to this company.

Peter is a past National President of the Property Council in NZ, President and Trustee of the North Harbour Charitable Trust, Trustee of the Graeme Dingle Foundation trust and Chair of the Harbour Access Trust which has as its responsibilities the development of the National Ocean Water Sports Centre at Takapuna and ferry services to Takapuna and Browns Bay.
