About us
The Auckland Waterfront Development Agency Ltd (Waterfront Auckland) is a council-controlled organisation of Auckland Council charged with delivering the council’s aspirations for the waterfront, that is:
- A lively, bustling and safe destination for all people
- A place where people want to live, work and recreate
- An area rich in character and with activities that link people to the city and sea
- A place that excites the senses and celebrates our sea-loving Pacific culture and maritime history
- An area which retains the working waterfront character and functions, and
- An attractor for commercially successful and innovative businesses.
Our objectives
- To lead the waterfront’s development in line with the Auckland Council’s vision
- To develop the property it owns or controls
- To bring together the landholdings of Auckland Regional Holdings, Auckland City Council, the Auckland Regional Council’s share of Queens Wharf, and the business of Auckland Regional Holdings and Sea+City Projects Ltd
- To act in a commercial way to achieve development objectives, including investing in projects and places that ensure high quality urban transformation outcomes, and
- To develop and maintain relationships with key stakeholders.
The Waterfront Auckland will work closely with Auckland Council and other council-controlled organisations, particularly Auckland Transport, Tourism, Events and Economic Development and Regional Facilities Auckland to achieve its objectives.
Each year Auckland Council CCOs must complete Statement of Intents as required under the Local Government Act 2002.
Statement of Intents set out the objectives, nature and scope of activities undertaken and performance targets for each CCO.
This helps us achieve the objectives in our Long-term Plan and other strategic plans.

Our activities
The Waterfront Auckland will develop and deliver the Waterfront Master Plan on behalf of Auckland Council, plan and deliver urban transformation projects, and activate and manage waterfront places and spaces.
Incorporating the roles and responsibilities of Sea+City Projects Ltd, the Waterfront Auckland is charged with delivering a number of projects on the waterfront in time for the Rugby World Cup. These projects include North Wharf Retail, Restaurants and Bars; Jellicoe Plaza; Jellicoe Street West; Jellicoe Street East and North Wharf. The Waterfront Auckland owns and manages all Westhaven and Harbour Park land and assets. Previously owned and operated by Auckland City Council, Westhaven is one of the largest marinas in the Southern Hemisphere. The marina provides shopping, dining and superyacht, haulout and hardstand facilities at the Viaduct Harbour, Hobson West and The Landing locations. The Waterfront Auckland is also working with the New Zealand Goverment to develop Queens Wharf.

Board of directors
- Chair: Bob Harvey QSO
In addition to his long-held mayoralty of Waitakere City Council, Bob Harvey has broad governance experience. He sits on the Aotea Centre Board of Management and is Vice President of Mayors for Peace, is a Member of the Australasian Mayors Council for Climate Change Coordination Committee, and until recently, was President of the New Zealand Peace Foundation and a Director of Te Papa Tongarewa.
- Deputy Chair: Adrienne Young-Cooper BA, MSc, MNZPI, AMIOD
Adrienne Young-Cooper is a professional company director with an extensive background in business. She is a qualified town planner and her special interests include resource management, urban design, energy, transport and property. Her present directorships include Solid Energy New Zealand Limited, Maritime New Zealand, Housing New Zealand Corporation (Deputy Chairman) and the Hobsonville Land Company Limited (Chairman) . She is also a trustee of several charitable organisations. Adrienne was Deputy Chairman of the Auckland Regional Transport Authority and a Director of the Auckland City Council Property Enterprise Board and Manukau Building Consultants Limited.
- Kerry Stotter FACA
After an earlier career as a partner with KPMG, Kerry Stotter has become a professional director and Chair. He is currently the Chair of Waste Disposal Services, the STRACON Holdings Limited group of companies and the Tironui Music Trust, a director of the Presbyterian Savings and Development Society and a board member of the New Zealand Rugby Players Association. Kerry was previously Chair of Sea+City Projects Limited, a director of its holding company Auckland Regional Holdings, Chair of Presbyterian Support Services Northern and a trustee of the NZ National Youth Choir organisation.
- Ngarimu Blair BA
Mr Blair is the Heritage and Resource Manager for Ngati Whatua o Orakei Corporate Limited. He is presently a Director of Nga Tira Consulting and Moffitt Rewiti Blair and his prior governance experience includes the boards of a number of Ngati Whatua subsidiary companies and trusts. Mr Blair is of Ngati Whatua descent.
- Evan W Davies, BTP, MSc, MPhil
Evan Davies is Managing Director of Todd Property Group Limited a subsidiary of Todd Capital. From 1996 until 2007 Evan was the founding Managing Director of gaming and entertainment company, SKYCITY Entertainment Group Limited. While at SKYCITY Evan oversaw the purchase, design and development of several casinos in New Zealand and Australia including Auckland’s Sky Tower and associated SKYCITY Casino complex. A qualified planner, Evan has widespread interests in property development, city planning and urban issues as well as other business interests in farming and viticulture. Evan sits on the board of two charitable trusts.
- Terry Kayes ME
A professional engineer, Terry Kayes has wide experience in major civil engineering projects and was Managing Director of Tonkin & Taylor Limited for 17 years. His independent directorships have included Watercare Services Limited.
- Christine Caughey BTP BA MNZPI
Christine is a qualified planner with a professional background in Auckland local and regional government. She is a director of the New Zealand Transport Agency and was an Auckland city councillor from 2004 to 2007. She is an experienced and certified planning commissioner under the Resource Management Act 1991.
