Make a submission
Your submission should be concise but cover all the points you wish to make.
Consider the wording of your submission. If you wish to speak at the hearing on the proposed plan modification, what you are able to say may be limited by what you have written.
Be specific about your concerns and the decision you want the council to make about the proposal.
Send only one copy of your submission.
All submissions will be available to the public in libraries and service centres.
If your submission is to a notice of requirement to designate (NOR) or to a private plan change then a copy of your submission must be served on the applicant. The applicant's address is most often found on the public notice but also on the application.
Your written submission should include:
- Your name and address for correspondence.
- The date of submission.
- The plan modification name and number.
- The part/parts of the plan modification that you support/oppose.
- The reasons for your support/opposition of the plan modification.
- Whether you wish to be heard at the public council plan modification hearing.

Make a further submission
You have the opportunity to make a submission in support or opposition to another person's submission without having made an original submission. This is known as a further submission.
A further submission is not an opportunity to lodge a submission on the plan modification. Notices of requirement to designate do not have a further submission stage.
Further submissions should include:
- Your name and address for correspondence.
- Which submission you oppose or support. (state who made the original submission, their name and address and submission number if known.)
- The particular part of the submission you oppose or support.
- The reasons for your support/opposition.
- Whether you wish to be heard at the public council plan modification hearing.
- You must sign and date your further submission
Use a separate form for each separate notice of support/or opposition. Within five working days of sending your further submission to the council you must also send a copy to the person on whose submission you are making comment.
You must also serve a copy of your further submission on the submitter. The submitter's address can be found on their submission, usually available to view in the 'summary of submissions' linked to from the plan modification information online and in the nearest community libraries.
