Streamline service
The streamline service is a fast online consenting service for simple projects with a high-quality application. We assess whether applications are eligible for a streamline service based on the complexity of the project and the quality of information provided.
Key features of our streamline service
- You will get a building or resource consent decision within 10 working days.
- You will have access to a simple online process to track the progress of your consent.
- You will have a nominated contact point for advice and guidance.
Eligibility for our streamline service
Low complexity projects that need resource consent and/or building consent may be eligible for this service.
- Building consent examples - garages and carports, retaining walls, plumbing and drainage, minor alterations and additions, decks and fencing.
- Resource consent examples - straightforward additions and alterations to an existing house, swimming pools, new decks to the rear of the house and minor changes to an existing resource consent.
Getting written approval from any neighbours that might be affected by the work could help get your consent streamlined.
Applications must contain all the information we require. We recommend using the relevant lodgement checklist to ensure applications are fully complete.
Fees for our streamline service
The type of fee you need to pay depends on the type of streamline application you are making. The possible fee types are:
- fixed fee
- base fee
- upfront deposit.
If you are paying an upfront deposit or a base fee, further charges for your streamline application will be based on project complexity. All building consents, including fixed fee consents, are subject to additional fees for Code Compliance Certificate (CCC) processing (excludes subsidised applications).
Qualified Partner Service
The Qualified Partner Service is a relationship-based service between the council and developers involved in large programmes of building work. It involves working together to improve the quality of consent applications and construction.
The service generally applies to standard residential new build projects that are repeated often, or to selected customers, with approved quality assurance plans.
Key features
Our Qualified Partners usually already have a good understanding of development, building and resource consents. This service provides specific advice on their work programme, resolving issues and improving the quality to speed up the process.
Existing Qualified Partners include Fletcher Residential, Housing NZ, HLC, Universal Homes, Maddren Homes, Finesse Residential and Versatile Homes.
Our Qualified Partner Service offers:
- one point of contact
- a partnership with us based on our understanding of your business, co-developing a strategy and regular two-way performance discussions
- help in resolving issues ahead of consent applications and advice on making better submissions
- more efficient resource, building and engineering consent processing and compliance timeframes
- prioritised building consent approval and resource consent approval within statutory timeframes (whether processed through Premium, Custom or Streamline processing teams)
- experienced resource consent and building consent advisors as your key points of contact, to manage your work programme - project by project.
Eligibility for Qualified Partner Service
You may be eligible for this service if you
- undertake a high volume of development projects across the Auckland region
- regularly require more than 50 building or resource consents a year
- have a strong focus on quality
- want to work collaboratively with us to achieve continuous improvements.
To become a qualified partner, you will need to:
- sign a partnership document with us that sets out expectations for both parties
- attend our workshop on quality expectations
- have a quality assurance approach in place that meets our requirements
- regularly provide information on the planned work programme
- hold regular meetings with us on performance and ongoing improvement
- consistently meet quality expectations and take advice to enable improved consenting performance.
Becoming a Qualified Partner
You can become a Qualified Partner when you complete the enrolment process. We actively work with our Qualified Partners to help them make quality consent applications and developments. Once the expected quality levels are reached, applications become subject to faster time frames. If the Qualified Partner consistently fails to meet expectations set out in the joint agreement, we may end the partnership.
For more information, or if your company fits the criteria and you want to be considered for the next intake, send an overview of your business to qualifiedconsent@aklc.govt.nz and include contact details.
