Land use consent is required for road widening outside the road reserve, redevelopment of an existing high use road, removal of the Airing Court Wall and other works (new structures, network utilities) in the Historic Heritage Overlay, construction noise exceedances associated with the pedestrian bridge, removal of 32 trees, pruning and alteration to a pōhutukawa, earthworks and modification to a vehicle crossing. Construction works will take 25—30 months. A water permit is also required for dewatering and groundwater drawdown associated with the watermain.
