Auckland Council invites Expressions of Interest (EOI) from community groups interested in leasing space within the Panmure Library building, located at 7–13 Pilkington Road, Panmure.
The available premises comprise part of Level 1, with an approximate floor area of 240m² (more or less). The space is easily accessible from Pilkington Rd and includes office facilities, and common area access to basic amenities, and bathroom facilities.
Auckland Council is looking for a tenant to:
- Utilise the space as a functional, well-managed office base with consistent and effective use of the premises
- Propose a competitive market rental offer, reflecting the value and intended use of the space
- Deliver meaningful and measurable community outcomes through programmes, services, or initiatives that respond to identified community needs and priorities
- Contribute positively to the shared environment within the Panmure Library building
- Operate in a way that is inclusive, accessible, and responsive to local community needs and priorities
- Align with Auckland Council’s broader community outcomes and the objectives of the Maungakiekie-Tāmaki Local Board Plan
- Demonstrate strong governance, sustainable operations, and sound organisational and financial capability
Eligibility Criteria Applicants must:
- Be a legal entity (e.g. incorporated society, charitable trust, company, social enterprise, or other recognised organisation) with the capacity to enter into a lease agreement with Auckland Council
- Demonstrate the financial and organisational capacity to sustain occupancy over the proposed lease term, including providing evidence of financial capability, commitments, and overall financial position to support a five (5) year lease (or an alternative term as determined appropriate by the Maungakiekie-Tāmaki Local Board)
- Clearly outline how the proposed use of the space will deliver positive community outcomes and respond to local needs and priorities
- Demonstrate how the proposal aligns with the objectives of the Maungakiekie-Tāmaki Local Board Plan 2023, including:
- Strong, connected and inclusive communities
- Thriving, sustainable places
- Where applicable, demonstrate alignment with the intent of the Community Occupancy Guidelines (2012, updated July 2023), particularly in relation to community benefit and accessibility
