Plan Stop

The government introduced Plan Stop legislation last year requiring proposed and draft changes to district plans to stop unless they meet criteria or have an exemption approved. So far, Auckland Council has applied for two exemptions for modifications to the Auckland Council District Plan - Hauraki Gulf islands section. One application has been approved, and one is still being considered by the Minister for the Environment.

PM16: Helipads

About the plan modification

Proposed Plan Modification 16 is a proposal that seeks to amend the Auckland Council District Plan - Hauraki Gulf Islands section (HGI Plan) provisions for Restricted Discretionary Activities for helipads, under Rule 13.8.2 Restricted Discretionary Activities to:

clarify the scope of consideration of the assessment of effects
amend the Matters for Discretion to reference noise and vibration and the New Zealand Coastal Policy Statement
amend Assessment Criteria to consider noise and vibration effects to cultural and ecological values.

Submissions close: midnight on 21 August 2025 (online form closes 11:45pm then up to midnight, email submission to unitaryplan@aucklandcouncil.govt.nz)

The submission period has been extended by 20 working days so the submission closing period is 21 August 2025. This doubling of the submission period is to provide adequate time for would be submitters to consider the correct version of PM16 – Helipads.

Attachment A notified on 26 June 2025 contained an error in that the word "vibration" is missing from the proposed changes.

Attachment A (as at 2 July 2025) corrects the error by inserting the word vibration. The correction aligns the proposed changes to those shown in option 3 of the section 32 report.

About the plan modification

This plan modification aims to:

introduce five Māori heritage sites to Appendix 2f of the Hauraki Gulf Islands (HGI) section of the Auckland Council District Plan
amend wording to the appendix
amend wording to Part 7.13 of the HGI section.

This is the second in a series of plan modifications to recognise the cultural value mana whenua place on identified sites and places within the Auckland region.

PM 14: NPS-UD Removal of Car Parking Minimums – Consequential Technical Amendments

About the plan change

The National Policy Statement on Urban Development (NPS-UD) required the Council to remove car parking minimums from the Auckland Unitary Plan (Operative in Part) and Auckland Council District Plan – Hauraki Gulf Islands Section without going through a plan change (Non-Schedule 1) process. The removal of minimums occurred on 11 February 2022.

The proposal aims to make several consequential amendments to the Auckland Unitary Plan and Hauraki Gulf Islands District Plan which lie outside the scope of the Non-Schedule 1 changes. The proposed changes are necessary to ensure that both plans continue to function as intended following the removal of car parking minimums.

Proposed Plan Modification 12 is the first in a series of plan changes seeking to recognise the cultural value to Mana Whenua of identified sites and places within the Auckland region.
