Highbrook to Whitford Shoreline Adaptation Plan (SAP)

The Highbrook to Whitford Shoreline Adaptation Plan considers the future of council-owned land and assets across coastal areas in response to the impacts of coastal processes, climate change, erosion and flooding.

About the Highbrook to Whitford SAP 

The Franklin Local Board and Howick Local Board endorsed this SAP in August 2025. 

This SAP covers the area along the eastern side of the Tāmaki Estuary through to Whitford. 

This includes, but is not limited to:

• Pakuranga and Pakuranga Heights
• Sunnyhills
• Farm Cove
• Half Moon Bay
• Bucklands Beach
• Eastern Beach
• Mellons Bay
• Howick
• Cockle Bay
• Shelly Park
• Whitford.

Stages of the Highbrook to Whitford SAP 

• September 2025 - plan sent to the Policy and Planning Committee for approval.
• August 2025 - plan endorsed by the Howick and Franklin Local Boards.
• 21 October - 2 December 2024 - further community engagement to ask for feedback on coastal adaptation strategies.
• 1 February - 2 April 2024 - initial community consultation took place to understand what the community uses and values across the coastline.
• January 2024 - ongoing - local iwi engagement.
