Ōrākei to Tahuna Torea Shoreline Adaptation Plan (SAP)

The Ōrākei to Tahuna Torea SAP considers the future of council-owned land and assets across the region's coastal areas in response to the impacts of coastal processes, climate change, erosion and flooding. 

About the Ōrākei to Tahuna Torea SAP

The Ōrākei and Waitematā Local Boards endorsed this SAP in September 2025. 

This SAP covers the area from Mechanics Bay through to Tahuna Torea.

This SAP includes, but is not limited to:  

• Judges Bay
• Tāmaki Drive
• Hobson Bay
• Parnell
• Newmarket
• Ōrākei
• Okahu Bay
• Mission Bay
• Meadowbank
• Kohimarama
• Saint Heliers Bay (Saint Heliers)
• Ladies Bay
• Karaka Bay 
• Tahuna Torea.

Stages of the Ōrākei to Tahuna Torea SAP

• Late 2025 - present plan to the Policy and Planning Committee for approval.
• September 2025 - plan endorsed by the Ōrākei and Waitematā Local Boards.
• December 2024 to September 2025 - feedback reviewed, final plan drafted and developed.
• 29 October to 18 December 2024 - plan opened for public consultation (community feedback).
• June 2024 and ongoing - local iwi engagement.
