About us
Auckland Council Investments Ltd (ACIL) is a council-controlled investment company. ACIL owns and manages Auckland Council’s major investment assets, including the investments in:
- Ports of Auckland Ltd (100% owned)
- Auckland International Airport Ltd (22.4% owned)
- Auckland Film Studios Ltd (100% owned).
It also manages a financial investment portfolio on behalf of Auckland Council.

Our objectives
ACIL's objectives are to bring a strong commercial focus to the ownership and governance of these investment assets, and provide an efficient structure for the ownership of the assets.
Each year Auckland Council CCOs must complete Statement of Intents as required under the Local Government Act 2002.
Statement of Intents set out the objectives, nature and scope of activities undertaken and performance targets for each CCO.
This helps us achieve the objectives in our Long-term Plan and other strategic plans.

Board of directors
The establishment board of three directors was appointed by the Government. The additional two directors were subsequently appointed by the Council Controlled Organisation Strategy and Appointments Subcommittee. The current board is:
- Chairperson: Simon Allen
Simon Allen has an extensive background and experience in financial markets and is a former Chief Executive of ABN AMRO and a former chair of NZX Limited. He is the Chair of Crown Fibre Holdings Limited and the recently established Financial Markets Authority.
- Deputy Chairperson: Miriam Dean, CNZM, QC
Miriam Dean is a QC and a former partner in Russell McVeagh who specialises in competition law. Miriam is a Director of Crown Fibre Holdings Limited and a Trustee of the Royal New Zealand Ballet. Miriam was a member of the Auckland Transition Authority and the Government’s electricity review team.
- Brian Corban, CNZM, QSO
Brian is Chair of Ngatarawa Wines Limited, Corban Viticulture Limited, the Melanesian Mission Trust Board and the Royal New Zealand Navy Museum Trust Board. He has had wide experience as a company director and is a past Chair of TVNZ, Wel Energy Group, Radio New Zealand and Genesis Power.
- Candis Craven, ONZM
Candis is Chair of the New Zealand Contemporary Art Trust and Auckland Art Fair Limited. She is a Director of the Auckland Regional Amenities Funding Board and Cognition Education Trust Ltd. She is a former Trustee of the ASB Community Trust and former Chair of its Investment Committee and a former Director of the Public Trust and former Chair of its Investment Committee.
- Pauline Winter, QSO
Pauline is a Director of Pasifika Advancement at AUT, the Owner and Director of Interpacific Limited and Chair of the National Advisory Council on Employment for Women.
