Normally, submitters are given the chance to support or oppose other submissions. This process is known as 'further submissions'. The government directed Auckland Council not to run this process. Instead, there will be a second submission period, open to everyone, likely to be in August 2026.
Central government reduced Auckland’s housing capacity requirement for Plan Change 120, setting a minimum requirement of approximately 1.4 million homes through legislation passed in April 2026.
This means Auckland Council may make changes to the existing plan change to meet all government requirements and continue to protect people from natural hazards and enable more housing in places with good access to rapid public transit and town centres.
Options will be explored in June 2026, and the Auckland Council Policy Planning and Development Committee will decide whether to propose amendments to Plan Change 120 in July 2026. Auckland Council must then publicly notify Plan Change 120, including any proposed amendments, for everyone.
Submissions are not yet open. The council will tell submitters when second submissions can be made, and will publicly notify the submission period so everyone who wants to take part can do so.
