CCOs are organisations in which the council has the responsibility to appoint at least 50 per cent of the board of directors or trustees.
Auckland Council has four substantive CCOs A priority within the plan that looks to weave te ao Māori principles throughout the other priorities. and a number of legacy non-substantive CCOs. Auckland Council also owns Port of Auckland (POAL) which is governed under the Port Companies Act 1988 and is not a CCO.

POAL provides container terminal handling, bulk cargo handling, freight hubs, cruise industry facilities and other services. Although Auckland Council owns 100 per cent of POAL, it is governed under the Port Companies Act 1988 and is not a CCO.
