The panel has completed its review.

Why the review was needed
CCOs are separate organisations that are owned by the council and overseen by an independent board of directors.
They were established in 2010. The review of CCO model was to ensure it was working for our city and our people in 2020.
Implementing the review
The council group worked together to carry out the recommendations of the CCO review.
The role of the independent panel
The panel's role was to identify what was working well, what was not working, and how to improve.
It provided recommendations to ensure:
- the services CCOs provide are efficient and effective
- their decision-making has satisfactory levels of political oversight, public transparency and accountability.
CCOs covered by the review
The five CCOs covered by the review were:
- Auckland Tourism, Events and Economic Development (ATEED)
- Auckland Transport (AT)
- Panuku Development Auckland
- Regional Facilities Auckland (RFA)
- Watercare.
Who was on the independent panel
The three expert panel members were appointed by the Governing Body in December 2019.
They were:
- Miriam Dean (Chair)
- Doug Martin
- Leigh Auton
