Kaipara Moana (Harbour) Shoreline Adaptation Plan (SAP) considers the future of council-owned land and assets across the region's coastal areas in response to the impacts of coastal processes, climate change, erosion and flooding.

About Kaipara Moana (Harbour) SAP

The Rodney Local Board endorsed this SAP in July 2025.

This SAP covers areas along the shoreline of the Kaipara Harbour starting at Te Rau Pūriri Regional Park (South Head) and follows the Kaipara Harbour coastline to Tāpora, turning east up Oruawharo River to Te Hana.

This includes, but is not limited to:

• South Head
• Waioneke
• Shelly Beach
• Parkhurst
• Parakai
• Helensville
• Kaukapakapa
• Makarau
• Kakanui
• Glorit
• Mangakura
• Tauhoa
• Wharehine
• Tāpora
• Port Albert
• Te Hana.

Stages of Kaipara Moana (Harbour) Shoreline Adaptation Plan

• August 2025 - plan sent to the Policy and Planning Committee for approval.
• July 2025 - plan endorsed the Rodney Local Board.
• December 2024 - July 2025 – feedback reviewed, final plan drafted and developed.
• 15 October - 6 December 2024 - further community engagement to ask for feedback on coastal adaptation strategies.
• 8 April - 31 May 2024 - initial community engagement to understand what the community uses and values in relation to the coastline across Kaipara Moana (Harbour).
• March 2024 – ongoing - local iwi engagement.
