Franklin started a new rates-funded rubbish service from Monday 30 June 2025.
Switching to a bin is better for the environment than using single-use plastic bags.
If you currently use a private rubbish collection service, contact them to find out what to do with your existing rubbish bin.
Why this is happening
We are standardising waste services in Auckland so that every property receives the same:
- level of service
- types of bins
- payment options.
We made this decision after consulting on the Annual Budget for 2022/2023.

Rubbish bin charges
The rubbish bin charges:
- are based on the size of your rubbish bin
- will be added to your property rates from the new rating year starting 1 July 2025.
All residential property owners must pay this charge. You cannot remove this charge from your rates, even if you decide to not use the service.

New rubbish bin delivery
We started delivering standard 120L rubbish bins to Franklin properties from Tuesday 3 June 2025. We have completed all rubbish bin deliveries.
A standard 120L bin is suitable for most households and is equal to two 60L rubbish bags.

Request a different bin size
The ratepayer of your property will need to pay a one-off administration fee of $40 to exchange your bin.
If you exchange your rubbish bin for a smaller size between 1 July 2025 and 31 July 2025 the $40 administration fee for bin exchanges will be offset against your rates reduction:
- If the rates reduction is less than $40, you will not pay any extra fees.
- If the reduction is more than $40, the difference will be credited to your rates account.

Bins for non-residential properties
Non-residential properties will not get a rubbish bin automatically. If you want a rubbish bin at a non-residential property, you must request one.
Non-residential properties include:

market gardens and orchards
- farmland
- dairies and other businesses
- schools
- religious sites.

Refunds for unused rubbish bags
Franklin stopped using prepaid rubbish bags from Monday 30 June 2025.
You can get a refund for unused orange council rubbish bags from 1 July to 31 August 2025 from the
Pukekohe library and
Waiuku Library.
Rural property rubbish collection
If you live in a rural property, you can request to use council rubbish bags instead of a rubbish bin. For more information, visit
