About the Annual Report 2022/2023

This annual report sets out the financial and non-financial performance of the Auckland Council Group from 1 July 2022 to 30 June 2023.

It provides information about:

• how we contributed to the Auckland Plan outcomes
• what we delivered in line with the 10-year budget and annual budget
• the services and initiatives local boards have delivered in their communities according to local agreements
• our financial performance, financial position and cash flows compared to the annual budget
• our response to climate risks and opportunities faced by the Auckland Council Group.

In reporting our performance, we are fulfilling our obligations under the Local Government Act 2002,  Local Government (Auckland Council) Act 2009, Local Government (Financial Reporting and Prudence) Regulations 2014, the Financial Markets Conduct Act 2013, and complying with generally accepted New Zealand accounting practices.

• Volume 1 – an overview covering the financial and non-financial performance of the Auckland Council Group.
• Volume 2 – a collection of 21 local board reports, reporting financial and non-financial performance.
• Volume 3 – financial statements of the Auckland Council Group for the year ended 30 June 2023.
• Volume 4 – a statement of how the group is responding to climate-related financial risks and opportunities.

An independent audit was carried out by the Auditor-General according to the requirements of the Local Government Act 2002.

You can read the audit report in Volume 3 of the Annual Report 2022/2023.

The following aspects of the annual report were audited:

• financial statements
• service performance.

The scope of the audit did not include:

• Volume 4 – Climate statement 2022/2023
• introductory messages by the mayor and chief executive
• any other information on our website
• any links in the audited documents.
