​Before you prepare an unsolicited proposal

Before you start preparing an unsolicited proposal, you should review our unsolicited proposals guide.

It will explain:

  • your obligations at each stage of the assessment process
  • the assessment criteria
  • what types of proposal are likely to go ahead.

​The process set out in the guide applies to Auckland Council and council-controlled organisations (except Auckland Transport, Panuku Development Auckland and Watercare).

Reviewing your concept

We will meet you to review your concept to see if it justifies a formal proposal and assessment. This is called a pre-submission concept review meeting.

For this meeting your concept should:

  • identify key inputs and outcomes
  • have clear key assumptions and requirements
  • identify other key elements
  • demonstrate your unique ability to deliver the proposal.

Submitting an unsolicited proposal

If your concept is approved, you should prepare a formal proposal, using the template and checklist provided as appendices in the unsolicited proposals guide.
