Low Carbon Strategic Action Plan

Auckland faces a fast-growing population, climate uncertainty, scarce resources, volatile fossil fuel prices and dependence on imported energy. The Low Carbon Strategic Action Plan is designed to take action on these challenges and opportunities.

The aim of the plan

This plan aims to reduce overall emissions by 40 per cent by 2040.

To achieve this, it will focus on five key areas of transformation:

Since the Low Carbon Strategic Action Plan was launched in 2014, we have published annual implementation update reports to provide an overview of progress each year.

The 2017 update report was released in December 2017.

The Auckland Climate Action Plan

The Low Carbon Strategic Action Plan is due for a review in 2018.


Auckland needs to be prepared to adapt to a changing climate, as well as reducing greenhouse gas emissions.


The Auckland Climate Action Plan is currently in development and will address both of these issues. When it is completed, it will take the place of the Low Carbon Strategic Action Plan.
