Waterview separation project

Improving the stormwater system

We are extending the existing stormwater network to create separate stormwater and wastewater networks.

This project is part of the Western isthmus water quality improvement programme and will be delivered in partnership with Watercare.

Construction started in 2024 and will take approximately nine years to complete.

What the project will do

The Waterview catchment is currently serviced by aging infrastructure dating back to the early 20th century. The pipes carry both wastewater and stormwater.

Usually, the network carries the wastewater to the treatment plant. During heavy or long-lasting rain, the system can overflow and release stormwater mixed with diluted wastewater into Oakley Creek and the Waterview Inlet.

The project is designed to reduce these overflows to 2-5 spills a year. This will improve public health by significantly reducing waterway contamination.

The new network will:

  • significantly reduce combined wastewater and stormwater overflows into Waterview Inlet and Oakley Creek
  • improve water quality at Waterview Inlet and Oakley Creek
  • improve the environment for people, birds and marine life
  • increase stormwater network capacity to support future growth in the area
  • reduce the risk of flooding to residential and commercial Waterview properties.

How we will do this

We will use both traditional trench digging and trenchless methods to construct:

  • 6.4km of stormwater pipelines
  • approximately 250 private stormwater drains
  • new stormwater outfalls.

Timeline

  • We have completed the detailed design.
  • We have divided the project construction into stages, which are called 'packages'.
  • We have resource consent approval for Package 1 (construction from 2024 to 2025) and Package 2.2a (construction from 2025 to 2026).
  • We submitted resource consent applications in March 2025 for the remaining and more complex works.
  • We are continuing to consult with affected property owners.

How this will affect you

This project involves upgrading parts of the private and public stormwater systems in the area.

Wherever possible, we aim to place the public stormwater system on public land, such as within the road reserve.

We will contact you in advance if we need to construct public stormwater assets like pipes, manholes or outfalls on your property. If a contractor needs to construct private drainage on your property, they will seek your permission weeks or months in advance.

Who pays for the works

The cost of both the private drainage and public drainage works is covered by the Water Quality Targeted Rate.

There is no extra cost to property owners.
