Withdrawn in part on 9 October 2025, 5pm. Matters excluded from the partial withdrawal are:

Auckland Council’s decision rejected the IHP recommendations:
The reason for rejecting these recommendations is that they apply to land that is outside the Newmarket Metropolitan Centre Zone, and Plan Change 78: Intensification was withdrawn in part on 9 October 2025 in relation to these areas of land.
The Auckland Council’s decision accepted all of the other IHP recommendations.
Where the Council’s decision rejected a recommendation of the Independent Hearings Panel, that rejected recommendation will be referred, together with the Council’s reasons for rejection and the Council’s alternative recommendation to the Minister for the Environment for a decision.
