About the Annual Report 2024/2025
This annual report sets out the financial and non-financial performance of the Auckland Council Group Auckland Council, its subsidiaries (including Port of Auckland and the council-controlled organisations), joint ventures and associates. from 1 July 2024 to 30 June 2025. It also looks at climate-related risks and opportunities across the council group.
It explains:
- how we performed compared to what we planned for in the first year of our Long-term Plan 2024-2034
- the activities and services we delivered for Aucklanders
- the actions we took to respond to challenges facing our communities and the region
- how we contributed to achieving the best possible outcomes for Auckland and its economy.
In reporting our performance, we meet our legal obligations under the:
- Local Government Act 2002
- Local Government (Auckland Council) Act 2009
- Local Government (Financial Reporting and Prudence) Regulations 2014
- Financial Markets Conduct Act 2013.
We also comply with generally accepted accounting practices for public benefit entities in New Zealand.

The full annual report contains four volumes:
- Volume 1 – an overview covering the financial and non-financial performance of the Auckland Council Group.
- Volume 2 – a collection of 21 local board reports that include financial and non-financial performance.
- Volume 3 – financial statements of the Auckland Council Group for the year ended 30 June 2025.
- Volume 4 – a statement of how the group is responding to climate-related financial risks and opportunities.
Audit of the Annual Report 2024/2025
The Auditor-General carried out an independent audit according to the requirements of the Local Government Act 2002.
The audit provides positive assurance over:
- the financial statements
- service performance information.
For the first time this year, the Auditor-General also provided limited assurance for greenhouse gas emissions in Scope 1 and 2 of the Climate Statement.
Some parts of the reports are not audited. These include:
- introductory messages by the mayor and chief executive
- our long-term commitments
- information on climate risks and opportunities
- documents linked to the reports.
