Snells Beach to Ōrewa Shoreline Adaptation Plan

Snells Beach to Ōrewa Shoreline Adaptation Plan (SAP) considers the future of council-owned land and assets across the region's coastal areas in response to the impacts of coastal processes, climate change, erosion and flooding.

About Snells Beach to Ōrewa SAP

The Rodney Local Board and Hibiscus and Bays Local Board endorsed this SAP in July 2025.

This SAP covers the area from the northern end of Snells Beach and includes the coastal areas of Mahurangi, Waiwera and Ōrewa, to the northern Silverdale area close to the Ōrewa estuary.

This SAP includes, but is not limited to:

  • Snells Beach
  • Algies Bay
  • Martins bay
  • Mahurangi
  • Waiwera
  • Hatfields Beach
  • Ōrewa
  • Silverdale (North).

Stages of Snells Beach to Ōrewa Shoreline Adaptation Plan

  • August 2025 - plan sent to the Policy and Planning Committee for approval.
  • July 2025 - plan endorsed the Rodney and Hibiscus and Bays Local Boards.
  • December 2024 to July 2025 - feedback reviewed, final plan drafted and developed.
  • 15 October - 6 December 2024 - further community engagement to ask for feedback on coastal adaptation strategies.
  • 8 April - 31 May 2024 - initial community engagement to understand what the community uses and values in relation to the coastline across the Snells Beach to Ōrewa Hibiscus Coast SAP.
  • March 2024 – ongoing - local iwi engagement.
