Changes to your property rates for the 2024/2025 rating year

Monday 1 July 2024 is the start of the 2024/2025 rating year.

​Property rates support investment in Auckland’s assets and pay for a wide range of everyday services.

They are made up of a Uniform Annual General Charge (fixed amount), general rates and targeted rates. Find out more about How your property rates bill is made up.

Changes to regionwide rates

Our Long-term Plan 2024-2034 includes a total rates increase for the average-value residential property of around 6.8 per cent or $245.48 a year ($4.72 a week) in 2024/2025.

This amount will increase by no more than a further 3.5 per cent per year for the duration of this long-term plan. This is 1.5 per cent above Consumers price index inflation, which is currently forecast at 2 per cent.

There will also be a total rates increase of about 8.39 per cent for the average-value business property in 2024/2025.

Long-term Differential Strategy (LTDS)

The LTDS aimed to gradually lower the share of general rates paid by businesses, and raise the share paid by non-business ratepayers. A business differential is the share of rates revenue collected from business properties as a percentage of rate revenue collected from all properties.

We will now remove the LTDS and put a hold on the business differential at its current level of around 31 per cent.

This means that from 2024/2025, the general rates increase will apply evenly across all ratepayers.

This has no impact on rates for either residential or business properties from 2024/2025, but it does mean that residential rates will no longer face higher increases in general rates than business properties (assuming the growth in the rating base is evenly distributed between sectors).

Changes to targeted rates

Changes to targeted rates for the average-value residential property include:

Water Quality Targeted Rate (WQTR)

We will resume the WQTR and extend it to 2033/2034, but only to cover the annual operating and interest costs of the programmes it funds.

This ensures we can continue to fund the water quality improvements in harbours and streams across the region at a lower immediate cost to ratepayers.

This reduces rates for the average-value residential property by $5.81 and $27.13 for the average-value business property.

Natural Environment Targeted Rate (NETR)

We will resume the NETR, with an increase of 3.5 per cent per year from 2025/2026. We will also extend the NETR to 2033/2034 to ensure we can continue to deliver pest control across the region.

This work will:

  • protect our high-value sites and native species
  • reduce the spread of kauri dieback
  • maintain the pest-free status of Hauraki Gulf Islands.

This will see an $23.24 increase in rates for the average-value residential property, and $110.01 for the average-value business property.

Waste management targeted rates

We have increased the waste management targeted rates to recover the increased cost to deliver waste management services. These costs have increased because of:

  • rising inflation in costs to deliver the services
  • the rise in the government levy on waste sent to landfill
  • reduced revenue from the sale of recycled materials.

Overall, there will be a 4.9 per cent (around $20) increase in the combined targeted rates for standard waste management services (rubbish collection, recycling, food scraps and inorganic collection services).

Climate Action Transport Targeted Rate (CATTR)

We will increase the CATTR on average by 3.5 per cent as agreed in 2022.

Business differentials for WQTT, NETR and CATTR

We will adjust the business differential for the NETR, WQTR and CATTR to align with the general rates business differential (around 31 percent).

This will:

  • reduce rates by $9.15 for the average-value residential property
  • increase rates by $123.19 for the average-value business property.

Changes to property rates in specific areas

Properties in certain areas may see additional changes to their rates.

Move to rates-funded rubbish collection

We are moving to a rates-funded rubbish collection service in North Shore, Waitākere and Papakura in 2024/2025, and Franklin and Rodney in 2025/2026.

During the change, we will apply a pro-rata waste charge to properties in these areas based on the number of months between when tag use ends and the start of the next rating year on 1 July.

This service replaces the need to buy rubbish bin tags or bags in those areas.

Food scraps

The food scraps collection service is already in place for all mainland urban residential and lifestyle properties in Auckland. All properties with access to this service will pay a charge for a full year of food scraps collection.

Rodney Drainage Districts Targeted Rate

We have changed the Rodney Drainage Districts Targeted Rate based on updated hydrological information and to introduce a new rating differential of 0.1 for class C land (land that does not drain to the stormwater network).

This means class C land will now pay 10 per cent of the targeted rate charged to class A land, per square metre.

These changes ensure the targeted rate continues to align with the benefits received and costs imposed.

Onehunga Business Improvement District

Following a successful ballot of affected businesses, we have decided to expand the Onehunga Business Improvement District (BID) and the area the BID targeted rate covers.

Hunters Corner BID

We have decided not to set a BID targeted rate for the Hunters Corner BID programme for 2024/2025 because the Hunters Corner Town Centre Society Inc (HCTCS) did not comply with our BID policy.

Waitākere Rural Sewerage Targeted Rate (WRSTR)

We have increased the WRSTR from $296.75 to $336.80 per year to maintain cost recovery.

Franklin Local Board Paths Targeted Rate

We are introducing a Franklin Local Board Paths Targeted Rate to support additional investment in paths in the Franklin Local Board area.

The targeted rate will be set at $52 every year for each separately used or inhabited part (SUIP) of a rating unit on properties in the Franklin Local Board area, to help fund the paths investment programme.

Rates charge examples for 2024/2025

These example rates charges include:

  • general rates
  • Water Quality Targeted Rate
  • Natural Environment Targeted Rate
  • Waste Management Minimum Base Service Rate
  • standard recycling rate
  • standard refuse rate (for residential properties only)
  • food scraps rate (for residential properties only)
  • Climate Action Transport Targeted Rate.

They do not include:

  • the standard refuse rate for business properties
  • targeted rate changes such as the Franklin Local Board Paths Targeted Rate and the new rates funded refuse service in Waitākere, North Shore and Papakura
  • water or wastewater charges (set by Watercare).

Watercare

To support a significant increase in capital investment over the next 10 years, Watercare’s board of directors has approved an increase in water and wastewater taxes tariffs by 7.2 per cent on 1 July 2024.
