COVID-19 Alert Level 3 – Resource consent information
We will be accepting, assessing and approving all digital applications for consents, certificates of acceptance, code compliance certificates, building WOFs and engineering approvals, and licensing (food, alcohol, health and dogs) while at Alert Level 3.
No hardcopy applications will be accepted during Alert Level 3. Any hardcopy information provided to council immediately prior to lockdown should be re-submitted digitally.
If this isn’t possible then your application will continue processing at Alert Level 2. Some physical inspections will be available at sites with appropriate COVID-19 health and safety protocols in place, others can be done remotely, and some will need to wait until we return to Alert Level 2.

Service centres will reopen at Alert Level 2 with necessary health and safety measures in place, including physical distancing and use of the
NZ COVID Tracer app.
Building and resource consent applications remain digital only and will only be accepted via the council's website.
To ensure the safety of our staff and customers some of our services remain unavailable at Alert Level 2, including in-person pre-application meetings and drop-in consultations with staff.
Physical inspections and site visits have resumed, but only where appropriate health and safety measures, including social distancing, can be met and are adhered to.

How to apply for a minor engineering approval
Only use this online form for minor works, such as:
- public stormwater and/or wastewater connections within the site
- renewal of a public stormwater pipe to the same grade and alignment
- isolated rehabilitation of existing pipe or manhole
- raising or lowering a public manhole lid.
We only accept online applications for minor enginerring approvals. If you are unable to apply digitally, visit one of our service centres for assistance in making your online application.
Engineering approval - minor
If there is no way to provide digital copies of your plans or documents, visit one of our service centres. Our staff will accept your documents, but it may incur an additional charge to cover the costs involved with us scanning your documents into our digital consent system.

What happens next
We aim to process engineering plan approvals within 20 working days. Approval takes longer when additional information is required.
